Issue level security - Only Jira admin can create issue security schemes

- Use cases - Certain issues should be:
- Seen only by reporter of the issue
- Seen only by a static set of people
- Seen only be a dynamic set of people, which changes based on issue
- Hidden in order to declutter project
- Restricted to certain users automatically on creation
- You can rename active issue security schemes but can not delete if its associated with a project.
- When associating a project with a new scheme, you will need to migrate the issues to a new issue security level or "None"
- You can delete security levels and migrate to a new level or "None", turning a default level on will not affect previous issues
