- CORRECT! A user needs to have Assignable User permissions in order to be assigned to issues,
- Anne, Bob, Cole are in a group, only Anne and Bob have Assignable User permission, the rule will assign the first issue (that meets condition) to Annie, then Bob but it will leave the third unassigned because Cole does not have Assignable User permission so he can not be assigned.
- The comment will be added regardless of the issue being unassigned
